Mark Francolini started his career with New Hanover County in May 1989 as lead foodstamp caseworker for the Department of Social Services. He transferred to the human resources department in 1998 and in 2014 he was appointed chief human resources officer. Mark directs operations of the Human Resources Department and provides assistance and support to the county manager in making decisions and recommendations regarding personnel issues and policies.
Since joining the human resources team, Mark has worked to increase efficiencies and effectiveness for the organization through automation. He led the implementation of on-line job application and applicant tracking systems, electronic on-boarding, and performance management.
A native of Connecticut, Mark’s experience includes human resources at Griffin Hospital in Derby, CT and in the private sector as a recruiter and marketer for a private employment firm. He received his Bachelor of Arts degree in Business Administration with a concentration in Management and Organizational Development from Mount Olive College. He holds certifications in Strategic Management from the University of North Carolina Wilmington, Emerging Leaders and Performance Management from the University of North Carolina School of Government, and 7 Habits of Highly Effective People.
